This specific permutation of the Blue Jays is about maximizing offence. Yes, Santander could open the season as a DH, with Joey Loperfido in LF, but having him in left allows the Blue Jays to utilize Will Wagner, who has stronger offensive metrics and also bats left handed.
Myles Straw could also play a factor, as he is a supreme defender and is a likely candidate to fill in for the injured Daulton Varsho. However, Straw is a very weak hitter and bats right handed. Keeping either Nathan Lukes or Loperfido in CF allows the Blue Jays to have a more balanced lineup.
A line up like this may push deserving players like Addison Barger and Orelvis Martinez to the minors to start the season. With a crowded middle infield and a dearth of corner outfield options, the Blue Jays will have some tough decisions to make as they construct their 26 man roster.
The lineup, especially the bottom half, could go any number of ways, and often times these things have a way of working themselves out.
